I. ORGANIZATIONAL CONTEXT AND SCOPE

Since 2004 the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last seven years, including in all Level 3 emergencies. During 2019 DTM was active in over 72 countries. To coordinate and support operations implemented by approximately 5,200 staff, the global DTM support team is comprised of 45 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna and The Hague). The Migration Health Division (MHD) oversees the Organization’s provision of migration health services globally. These services aim to meet the needs of Member States in managing health-related aspects of migration, and to promote evidence-based policies and holistic, preventive and curative health programmes which are beneficial, accessible, and equitable for mobile populations and host communities. IOM’s health response to humanitarian and public health emergencies aims to save lives, reduce morbidity and alle¬viate suffering, while upholding humanitarian principles and protect human dignity. Programming in this domain en¬compassses the various stages and typologies of emergencies, throughout all the phases of the mobility continuum. 
 
Currently, there is more displacement data available than ever before. However, such data is only beginning to be leveraged at its maximum potential for the purpose of guiding public health responses as both a means of prevention, and response; before and during emergencies. In the context of public health/infectious disease hazards, it must be understood that migration is a social determinant of health, and throughout the migration process migrants are exposed to a unique set of sociocultural, economic and environmental factors that may increase their risk of exposure to negative health outcomes, including communicable diseases. This therefore needs to be well-understood within response efforts. 
 
The main objective of this internship will be to assist IOM to further explore areas of public health analysis of IOM’s DTM data, which tracks and monitors the displacement and population mobility, as well as provide recommendations on how health programming can contribute to DTM exercises to strengthen health information, for the purpose of supporting health sector decision making during humanitarian response. 
 
Located in the IOM London office, under direct supervision of the DTM Analytics, Knowledge and Output Quality (AKO) Unit Lead (London), DTM Lead Editor (London) and the Health Emergency Operations Officer (Geneva), and the overall/daily supervision of the Global DTM Coordinator (London), the successful candidate will integrate into the AKO unit.

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

Objective: Technical assistance will be provided to produce reports relevant to, and evaluate possible ways to analyse and use DTM data from a public health and epidemiological perspective. The role will also review DTM tools and datasets, and support the Global DTM Team on further examining how DTM exercises can benefit health partners and inform the wider health sector response.

Common to all interns in the AKO unit:

  • Provide support in analysis and interpretation of data as well as in review of DTM documents requiring remote assistance
  • Provide support in analysis and interpretation of data, as tasked by MHD and DTM units;
  • Facilitate the logistical organization of webinars in support of MHD and DTM units to ensure regular internal and external updates on human mobility as part of public health interventions;
  • If necessary, to provide updates on human mobility trends, changes and any other significant observations surrounding human mobility in the targeted countries;
  • Assist MHD and DTM units in the production and quality control of documents;
  • Coordinate with other units of the global DTM support team also in contact with relevant DTM and MHD units in order to ensure continuity of functional workflows;
  • Provide administrative and logistical support to the London team when needed

Thematic focus: Improvement and consolidation of DTM practice related to exploring areas of public health analysis of IOM’s DTM data,

  • Statistically analyze DTM datasets from a public health perspective and identify opportunities for use of DTM datasets by health sector partners, including both mobility tracking and flow monitoring
  • Identify relevant secondary data sources, and cross-analyse with DTM data to inform public health programming
  • Build upon existing DTM/MHD materials, and support the teams in producing documentation for global DTM preparedness, with specific emphasis on public health emergencies under MHD’s health, border and mobility management framework (HBMM)
  • Identify potential opportunities for joint MHD-DTM programming and provide support for the development of projects in relation to such initiatives
  • Assist in the refinement and application of IOM’s Population Mobility Mapping (PMM) methodology and associated tools for public health action, as well as identify good practices and provide recommendations for their improvement;
  • Support with any reporting activities related to displacement and health, such as supporting meetings and workshops.
  • Support IOM thematic research on displacement and health support in monitoring/quality control of data collected and analysis
  • Perform other duties as may be assigned throughout the internship.

To coordinate and support operations implemented by approximately 2,200 staff, the global DTM support team is comprised of 40 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna and The Hague). Since its inception the global support team includes, on average, 50% female and 50% male staff as well as a diverse range of nationalities.

Global DTM support is organized within the following units: Global System Management (GSM); Project and Operations Support (POS); Operations and Methodological Framework (OMF); Data Systems and Centralization (DSC); Data Management, Verification and Procedures (MVP); Digital Content Management (DCM); Analytics, Knowledge and Output Quality (AKO); Data Models and Learning (DML); DTM and Data Partnerships (DDP); Geospatial Analytics (GSA); Data Initiated Operations (DIO); and Humanitarian and Development Solutions (HDS).

As of January 2020, more than 4.8 million refugees and migrants from Venezuela are outside their country of origin as a result of the political, socio-economic and human rights situation in the Bolivarian Republic of Venezuela (hereinafter Venezuela). Of these, 4 million are in host countries in the Latin America and the Caribbean region. To respond to this large-scale population movement, DTM activities were launched in the region in 2017 and are now present in all 18 countries covered under the IOM response.

Located in the IOM London office, under direct supervision of the Unit Management Co-Leads and the overall supervision of the Global DTM Coordinator (London), in conjunction with the Office of the DG’s Special Envoy for the Venezuela Situation, the successful candidate will be part of the AKO unit to remotely support the Venezuela situation response covering 18 countries.

 

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

 

Under the overall supervision of the Global DTM Coordinator and the direct supervision of the Unit Management Co-Leads in the London DTM AKO unit, the incumbent will provide remote support to the DTM response to the Venezuela situation through the review, processing and analysis of data collected through the DTM and other relevant displacement and mobility data collection in the region.

Thematic focus: Reporting (Venezuela response)

In particular, he/she will:

  • Provide support in creating narrative reporting outputs and dashboards for DTM data on the Venezuela situation;
  • Assist in identifying information gaps and how to improve data collection for the 2020 data collection cycle;
  • Assist in the production, review and quality control of documents on the Venezuela situation;
  • Assist in the production of infographics on the Venezuela situation;
  • Facilitate the organization of webinars or other events in support of DTM’s work on the Venezuela situation to ensure regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility in affected countries.
  • Coordinate with other members of the Global DTM support team and the Office of the DG’s Special Envoy to the Venezuela response as needed;
  • Stay abreast of the most recent secondary data sources, publications and other relevant information on the Venezuela situation;

  • Assist in identifying mechanisms to improve a focus on disability and inclusion in the way data is collected, analysed and disseminated;
  • Assist in the production, review and quality control of documents with a disability and inclusion lens;
  • Facilitate the organization of webinars or other events in support of DTM exercises to ensure regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility.
  • Coordinate with other members of the global DTM support team and Department of Operations and Emergencies working on disability and inclusion issues as needed;
  • Stay abreast of the most recent debates, recommendations and guidance related to human mobility trends, disability and inclusion;

IOM’s Displacement Tracking Matrix (DTM) gathers and analyze data to disseminate critical multi layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations that enables decision makers and responders to provide these populations with better context specific assistance.

Under the direct supervision of the DTM Data Governance Manager, and the overall supervision of the Global DTM Coordinator, the successful candidate will be responsible for supporting contextualization, operationalization, and implementation of IOM Migration Data Governance Policy into DTM operations worldwide.

 

 

II. RESPONSIBILITES AND ACCOUNTABILITIES

 

Specific duties and responsibilities will include the following tasks:

  1. Provide technical and operational support to contextualize, further test, and operationalize the IOM Migration Data Governance Policy for DTM operations worldwide.
  2. Support the development and further improvement of supporting tools for the operationalization of the policy. This includes, but not limited to, tools to support the field processes for delineation of data governance roles to DTM staff, classifications of DTM datasets, development of contextualized operating procedures for data handling and sharing, and strengthening measures for data protection, security and ethics.
  3. Facilitate, track, and follow up the roll out consultation process with DTM teams in IOM regional offices and missions related to the operationalization of the policy to DTM operations worldwide. This includes provision of remote support or onsite travel to field missions as required.
  4. Support and follow up the coordination within the Global DTM Support Team, including especially with the Data Management Unit and Operations and Methodological Framework Unit, to ensure proper adjustments in data and operational processes are done and in relevance to the operationalization of IOM Migration Data Governance Policy.
  5. Support in the development, adaptation, and delivery of relevant training materials related to DTM data governance at global, regional and/or country level.
  6. Document processes and lessons learned related to contextualization, operationalization, and implementation of IOM Migration Data Governance Policy into DTM implementation.

Context:

I. ORGANIZATIONAL CONTEXT AND SCOPE
 

In July 2017 IOM Mongolia launched a pilot phase of the eighteen-month project “Understanding and Managing Internal Migration in Mongolia”. This pilot phase aimed to strengthen internal migration management through enhanced data collection and capacity building of government agencies and key stakeholders. Two reports were produced under this project: the “Mongolia: Internal Migration Study” and “The Urban Migrant Vulnerability Assessment,” as well as a policy brief on internal migration. These studies and the policy brief provided a baseline and recommendations for further initiatives to improve management of internal migration in Mongolia.  
 
In this follow up phase of “Understanding and Managing Internal Migration in Mongolia,” IOM will work with relevant government ministries, Committees and Sub-Councils to mainstream migration into national, local and sectoral policies and development plans to improve management of rural to urban migratory flows through supporting national and local authorities in planning and carrying out interventions to reduce internal migrant vulnerability

 

 

II. SPECIFIC OBJECTIVES

Under the overall supervision of the Chief of Mission (COM) based in Beijing, China, direct supervision of Programme Manager and in cooperation with relevant units at the Regional Office for Asia and the Pacific in Bangkok and at Headquarters (HQs), the successful candidate will support the adaptation of existing Displacement Tracking Matrix (DTM) Mongolia methodology into the Ulaanbaatar city context. This will include conceptualization of operational implementation strategy and workplan; development of tools for data collection, geo data base development, data management infrastructure, GIS mapping and reporting; support implementation of the first round(s) of DTM in Ulaanbaatar city. In particular, he/she will:

 

 

III. RESPONSIBILITIES AND ACCOUNTABILITIES


Specific duties and responsibilities will include the following tasks:
  1. In close coordination with the Regional (Bangkok) and Global (Geneva) Displacement Tracking Matrix (DTM) Support team, adapt the existing DTM methodology in Mongolia for implementation within the city of Ulaanbaatar. Develop a detailed operational implementation strategy and workplan and data collection tools.
  2. In close coordination with the National DTM officer, set up the DTM activities in Ulaanbaatar city and coordinate the operations and implementation of first round(s) of DTM data collection in coordination with relevant national stakeholders.
  3. In close coordination with the National DTM officer, coordinate the data collection processes and information management activities, including, but not limited to, data mapping, encoding, storing, processing, analysis and production of various types of information products specific to aspects related to GIS and information management.
  4. Support with the identification of/and support analyse existing GIS systems and structure capacities, availability of relevant datasets, and data and information gaps. Design effective systems/solutions to meet all IM-related needs in an accurate and timely manner.
  5. In collaboration with National DTM Consultant, develop and formatting DTM documents and reports including but not limited to DTM dashboards, maps, reports, etc.
  6. In collaboration with National DTM Consultant, prepare DTM training materials and implement training for IOM staff and relevant national stakeholders.
  7. Participate in relevant meetings and events related to DTM activities;
  8. Ensure protection mainstreaming and the inclusion of gender indicators in DTM;
  9. Submit a detailed consultancy report that is analytical in approach and specify challenges faced in implementing the programme and recommend a solution to the challenges;

Realistic Delivery Dates and Details as to how the work must be delivered
 
The detailed work plan and delivery dates will be confirmed directly with the successful candidate:

The Displacement Tracking Matrix (DTM) Regional Evidence for Migration Analysis and Policy (REMAP) – Asia and the Middle East is a project funded by the European Union and implemented by the International Organization for Migration (IOM). The main objective of the project is to strengthen the evidence-based formulation and implementation of humanitarian and development policy and programming on migration and forced displacement in Afghanistan, Bangladesh, Iran, Iraq and Pakistan through the use of IOM’s existing methodology and platform of the DTM.
Under the overall supervision of the Senior Regional Emergency and Post-Crisis Specialist, and the direct supervision of the Senior Regional Project Manager (Displacement Tracking Matrix (DTM) - Regional Evidence for Migration Analysis and Policy (REMAP) based in the Regional Office for Asia and the Pacific in Bangkok, Thailand, the successful candidate will be responsible for realizing data consolidation, analysis and Geographic Information Systems (GIS) and relevant Information Management (IM) product development under the DTM REMAP project.

  1. Support the implementation of an effective GIS in the context of DTM REMAP project, including the production of GIS-related products both for operational purpose and information sharing and dissemination.

The successful candidate will have the following duties and responsibilities:

  1. Provide technical support to IOM Asia Pacific field missions in the collection and tabulation of data for DTM and other information management activities including regional priority data collection exercises. 
  2. Research, analyze and evaluate new applications related to information systems, to new technologies and processes to manage information in response to disasters and/or complex emergencies and make recommendations for their utilization.
  3. Support technical liaison activities with relevant partners and stakeholders to present, discuss, advise, and explore potential development and initiatives in relation to the implementation of DTM programs and projects at the global and country levels.
  4. Regularly liaise with IOM’s field colleagues, partners and donors for updates, events, developing best practices and lessons learned and other initiatives.
  5. Develop and improve ODK/Kobo forms for survey templates.
  6. Prepare tabulations for technical reports, information bulletins and other relevant information products related to displacement-affected populations and migration flows (such as statistical analysis and interpretation of results of site assessment, return intention surveys, flow monitoring surveys)
  7. Support in the production of information products, including, but not limited to, analytical and statistical reports, displacement profiles, maps and other relevant products, to ensure their highest possible quality.
  8. Assist the Field missions in data entry, database use and troubleshooting, when required.
  9. Querying databases as required by the operation/project managers, policy analysts, Regional RTSs and DTM Officer.
  10. Assist in the drafting and validation of standard operating procedures for DTM data collection and management. 
  11. Implement a quality assurance system based on compilation best practice for data quality control as implemented by DTM offices worldwide and global guidance.
  12. Perform other duties as may be assigned.

V. ELIGIBILITY AND SELECTION

 

The Internship Programme aims at attracting talented students and graduates who have a specific interest in, or whose studies have covered, areas relevant to IOM programmes and activities.  Interns must be between 20 and 36 years old and should have less than two years of relevant working experience.  The Internship Programme is open to candidates of any nationality.

VII. EDUCATION AND EXPERIENCE

IX. GENERAL INFORMATION

 

Interns are granted stipend as per IOM policy as a partial contribution to accommodations and living expenses. Interns benefiting from an internship allowance or scholarship granted by his/her university or other sponsoring body that includes financial remuneration or credits for coursework will not be eligible for the stipend. 

  • Before commencing work, successful candidates will be required to obtain a fit-to-work medical certificate from his/her doctor and submit vaccination records.
  • The Intern will be responsible for obtaining the necessary entry visa and arranging their travel to Bangkok.  IOM will assist only in issuing documents required for visa processing.
  • IOM only covers the Intern against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the assignment.  IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses.  The Intern is responsible for his/her own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  • Any work produced by interns during their internship within the framework of the duties assigned to them should be used for academic purposes exclusively. All economic and moral rights (copyright) pertaining to such work will remain the exclusive property of IOM.

I. ORGANIZATIONAL CONTEXT AND SCOPE
 

In July 2017 IOM Mongolia launched a pilot phase of the eighteen-month project “Understanding and Managing Internal Migration in Mongolia”. This pilot phase aimed to strengthen internal migration management through enhanced data collection and capacity building of government agencies and key stakeholders. Two reports were produced under this project: the “Mongolia: Internal Migration Study” and “The Urban Migrant Vulnerability Assessment,” as well as a policy brief on internal migration. These studies and the policy brief provided a baseline and recommendations for further initiatives to improve management of internal migration in Mongolia.  
 
In this follow up phase of “Understanding and Managing Internal Migration in Mongolia,” IOM will work with relevant government ministries, Committees and Sub-Councils to mainstream migration into national, local and sectoral policies and development plans to improve management of rural to urban migratory flows through supporting national and local authorities in planning and carrying out interventions to reduce internal migrant vulnerability

 

 

II. SPECIFIC OBJECTIVES


Under the overall supervision of the Chief of Mission (COM) based in Beijing, China, direct supervision of Programme Manager and in cooperation with relevant units at the Regional Office for Asia and the Pacific in Bangkok and at Headquarters (HQs), the successful candidate will support the adaptation of DTM into the Ulaanbaatar city context. This will include conceptualization of operational implementation strategy; development of tools for data collection, data management, reporting; supporting of the piloting of the Displacement Tracking Matrix (DTM); and the development of training materials, and DTM activities planning in the country. In particular, he/she will

 

 

III. RESPONSIBILITIES AND ACCOUNTABILITIES


Specific duties and responsibilities will include the following tasks:
  1. Assess existing Displacement Tracking Matrix (DTM) mechanisms, including mobility tracking, in collaboration with the Regional Office and DTM Unit at IOM Geneva Headquarters (HQs), develop new or improvements in methodologies and assessments tools to adapt DTM into the Ulaanbaatar city context, including but not limited to conceptualization of operational implementation strategy, development of tools for data collection, data management, reporting, as well as training materials, and activities planning; 
  2. Set up the implementation of Displacement Tracking Matrix (DTM) activities in Ulaanbaatar city, including coordination, reporting and administrative related activities;
  3. Ensure protection mainstreaming and the inclusion of gender indicators in DTM;
  4. Support inception meeting with the project partners to introduce DTM tools and tracking system with objective to validate next steps; 
  5. In collaboration with National DTM Consultant, prepare training materials for training for IOM staff, NSO and UB EMA, and for training for DTM focal points (FPs);
  6. Conduct Training for IOM staff, NSO and UB EMA in the use of the DTM tools. The training will cover assessment design and how to conduct the assessments;
  7. Support selection of DTM focal points (FPs) and provide training on data collection, data entry and data cleaning/verification;
  8. Support the first round of DTM assessments in Ulaanbaatar city in coordination with NSO and UB EMA (TBC);
  9. Prepare relevant presentations on DTM for Ulaanbaatar context; 
  10. Submit a detailed consultancy report that is analytical in approach and specify challenges faced in implementing the programme and recommend a solution to the challenges; 
  11. Participate in relevant meetings and events related to DTM activities;
  12. Perform such other duties as may be assigned.

 
 
Realistic Delivery Dates and Details as to how the work must be delivered
 
The detailed work plan and delivery dates will be confirmed directly with the successful candidate:

  • First draft of DTM methodology, including tools for data collection, data management, reporting, as well as training materials, and activities planning in the Ulaanbaatar city context - within 2 month of start date;
  • Finalization of a DTM methodology and relevant documents – within 4 months of start date.
  • Rolling out of trainings for relevant government officials, FPs and IOM – within 4 months of start date
  • Rolling out of the first round of DTM assessments in Ulaanbaatar city – within 5 months of start date

 

 

IV. COMPETENCIES


The incumbent is expected to demonstrate the following technical competencies:  

  • Strong and demonstrable interest in migration, disaster management and/or humanitarian issues;
  • Delivers on set objectives in hardship situations;

  • Excellent communication skills; capable to share ideas and explain results to all levels of the Organization and stakeholders;
  • Experience in data collection and data management. Proven ability to gather and extract information from multiple sources;
  • Proficiency in one or more statistical analysis software such as: Stata, SAS, SPSS, R;
  • Proficiency in using two or more of the following tools: Access, Visual Basic, Java, ASP, SQL, Oracle or Python;
  • Of value is experience in the development, refinement and implementation of population database systems (such as registrations, census or surveys);
  • Expertise in machine learning, data mining, predictive analytics, artificial intelligence and/or risk modelling. Hands-on mathematical programming and modelling;
  • Strong skills on Excel are required. Knowledge of BI Visualization tools (Power BI, SAS Visual Analytics, Tableau, etc.);
  • Familiarity with GIS and web mapping an asset. Experience in distributed platforms (Hadoop, Spark, etc.) and/or Natural Language Processing an advantage.
 

 

V. EDUCATION AND EXPERIENCE



Master’s degree in Statistics or Quantitative field (Math, Computer Science, Physics/Chemistry, Econometrics, Bioinformatics, etc.), or, alternatively, an equivalent combination of related education with relevant 3-4 years of professional experience. Excellent knowledge of statistics, survey and assessment methodologies and database management. Excellent writing and communication skills, efficiency and flexibility. Ability to work under pressure. Attention to detail and quality and capacity to meet deadlines. Strong analytical skills and creative thinking. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
