Context:

The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last four years, including in all Level 3 emergencies.

Under the direct supervision of the Senior Regional Emergency and Post-Crisis Officer, Regional Office for Asia and the Pacific (ROAP) and overall supervision of the Regional Director in Asia and the Pacific, Bangkok, Thailand and in coordination with the Global DTM team in Headquarters (HQs), Geneva, Switzerland the successful candidate will be responsible and accountable for providing coordination and management support to country offices in Asia and the Pacific to implement country level and regional DTM projects and initiatives.

 

Core Functions / Responsibilities:

  1. Manage the technical aspects of regional DTM support operations and initiatives and ensure synergy of various related tools and systems development with the Global DTM support team in HQ.

  2. Provide technical advice and support to DTM regional and country level projects and initiatives including in crisis and post-crisis contexts.

  3. Provide on-site or remote direct operational and technical support to DTM programmes in the region as required, including regular travel to IOM field offices and missions to support DTM implementation.

  4. Integrate surge support teams, as required and support country offices with recruitment of DTM coordinators and ensure that DTM operations are adequality staffed.

  5. Develop, manage, implement, fund-raise for and report on DTM related projects and programmes in Asia and the Pacific.

  6. Regularly monitor, advise and implement all necessary modifications in relation to the implementation of DTM related activities to be fully aligned to global level standards and ensure compliance at the country level.

  7. Monitor and advise, on the production of information products in relation to regional and country-level DTM, including, but not limited to, analytical and statistical reports, displacement profiles, maps and other relevant products, to ensure their highest possible quality. Create products independently using secondary source data to support missions with no capacity, particularly during initial crisis response actions.

  8. Implement training and other capacity building activities on DTM to programme staff.

  9. Provide technical liaison with relevant stakeholders to present, discuss, advise, and explore potential development and initiatives in relation to the implementation of DTM programmes and projects at the regional and country levels.

  10. Provide advisory services and technical support on information management approaches and practices in other areas of work of DOE, including: collection, processing and analysis of data and information; and information management policies and procedures, with an emphasis on technological applications.

  11. Research, analyze and evaluate new applications related to information systems, to new technologies and processes to manage information in response to disasters and/or complex emergencies and make recommendations for their utilization.

  12. Represent IOM ROAP at the Regional Information Management Working Group (RIMWG) in Asia Pacific, the Regional Consultative Group Civil Military (RCG-CivMil) IM Working Group, and at other relevant working groups or initiatives that require information management and data analytics.

Required Qualifications and Experience:

 

Education

• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with fiver years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

 

Experience

• Experience in humanitarian emergencies;

• Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment and information management activities;

• Experience in a wide variety of software applications including GIS, Database, and Visual analytics;

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies.

 

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

Context:

Under the overall supervision of the Senior Programme Coordinator, direct supervision of the Project Coordinator of the Displacement Tracking Matrix (DTM) for Libya, the successful candidate will be responsible for meeting all reporting obligations arising under the DTM project, as well as tasked to assist project implementation through conducting relevant research and review of secondary data, and recommending the commissioning of additional research projects to fill existing information gaps. S/he will be tasked to contribute to the strengthening of reporting mechanisms of the DTM project in coordination with IOM Libya's relevant programmes and other humanitarian partners.

Core Functions / Responsibilities:

  1. Supervise DTM reporting, ensuring that the unit delivers all IDP and Migration reports and publications within the set deadlines.

  2. Monitor the production and reporting of DTM's core products relating to its Migration & IDP information packages, Emergency Trend Tracking, Detention Center Profiles, Flash reports and other reporting products.

  3. Utilize Publisher, lnDesign, Excel or equivalent software to contribute to the development of DTM public reports, which include data analysis, coherent report structure and appropriate contextualization.

  4. Ensure the harmonization of DTM data and reports with other DTM information products (interactive tools, website, social media presence, media outreach, maps, etc.).

  5. Support DTM Programme Manager in the development of new initiatives including the drafting of new assessment forms, new data collection activities or new reporting initiatives.

  6. Support with the Unit's internal reporting and partner reporting on, for example, ad-hoc information requests and humanitarian bulletins.

  7. Identify knowledge gaps and recommend opportunities for the expansion of DTM data collection and research activities.

  8. Effectively liaise with relevant external actors to strengthen and expand DTM's analytical capabilities, and encourage and facilitate linkages between DTM data and broader IOM policy-oriented research.

  9. Provide appropriate training for the data collection team on issues related to DTM, including definitions, numbers, trends, impact on receiving populations, human rights concerns, and basic humanitarian needs.

  10. Work closely with IOM Public Information Unit to ensure DTM has a strong social media presence and is well integrated into IOM Libya's broader visibility and outreach outputs.

  11. Support DTM Programme Manager in project development activities as required, including but not limited to drafting project interim and final reports and providing inputs for the development of project proposals.

  12. Support and represent the role and functions of the DTM programme within inter-agency Working Group activities.

Required Qualifications and Experience:

Education

Context

 

Timely, reliable, disaggregated data and contextual information related to populations on the move across the Central Mediterranean Route (CMR) is imperative to a well-informed, well-managed, humane and collective response. The 2030 Agenda for Sustainable Development calls upon all states to implement well-managed migration policies, and facilitate safe, orderly and regular migration. To support states to meet these obligations, there are calls for stronger and more comprehensive data analysis and actionable information to ensure that vulnerable groups, including migrants, are not “left behind”. In a context like the CMR – where migration flows result from reasons as diverse as conflict, violence, human rights violations, fragile economies, poor governance and unstable environments, and spill over within and outside of countries, regions and continents – it is important to enhance collective understandings of drivers, routes and profiles to inform targeted protection measures, safe alternatives and effective responses.

Under the direct supervision of the Regional Learning & Research Officer and the overall coordination of the Regional Information Management Officer, and with the thematic coordination of the Regional Policy and Liaison Officer and the Migration Research Division in HQ, the successful candidate will be in charge of supporting and contributing to information management needs, particularly the qualitative data collection and analysis, within the framework of a large regional project "Safety, Support and Solutions in the Central Mediterranean Route” funded by the UK government's Department for International Development (DFID).

The successful candidate will support the set-up and implementation of data collection activities and analysis under the DFID and provide a specific technical support to countries in the region to implement qualitative data collection, process the information and develop reporting and research products as part of the DFID project.

 

Core Functions / Responsibilities:

 

1. Support Country Offices (COs) in the Region to implement research activities under the DFID project (including support in planning, development, and implementation) and facilitate a coherent regional analytical approach for this project.

2. Support the development of assessment methodologies and qualitative tools (interviews, focus group discussion guides, etc.) and ensure that qualitative data collection design includes an appropriate use of mixed methods.

3. Compile and aggregate quantitative and qualitative data to produce comprehensive regional research products for the DFID project and support the production of national research products.

4. Identify opportunities for assessments and research products and create processes for an inclusive research process (workshop with external partners, analysis and validation with the support of academic and relevant actors, etc.).

5. Conduct field visits to coordinate the implementation of DFID research activities with country office teams and monitor data collection activities in the field. When needed, provide support in direct implementation (training of Focus-Group Discussion (FGD) enumerators, preparation of tools, etc.).

6. Work collaboratively with Information Management (IM) team members to complete all data collection, analysis, and reporting tasks and to ensure exchanges across departments by using existing data sources.

7. Support the development and implementation of a research and learning strategy for Regional Office (RO) Dakar with the Regional Research and Learning Officer.

8. Work with the Learning and Research Office to contribute to learning within the organization by capitalizing on opportunities for internal and external exchanges.

Organizational Context and Scope

 

Since 2004 the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last five years, including in all Level 3 emergencies. During 2016, DTM has been active in over 40 countries. To coordinate and support operations implemented by approximately 2,200 staff, the global DTM support team is comprised of 40 specialists across nine locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna and The Hague). Since its inception the global support team includes, on average, 50% female and 50% male staff as well as a diverse range of nationalities.

Located in the IOM London office under direct supervision of the Regional DTM Coordinator (Vienna) and the overall/daily supervision of the Global DTM Coordinator (London), the successful candidate will integrate with the AKO unit.

 

Responsibilities and Accountabilities

Common to AKO unit, with geographic focus: Europe

  • Provide support with compilation, analysis and reporting of/on DTM flow data as well as with DTM documents requiring remote assistance, as tasked by DTM Vienna;
  • Support in conceptualizing capacity building initiatives including but not limited to DTM trainings, webinars and data management workshop, etc.;
  • Facilitate the organization of webinars in support of DTM Vienna to ensure regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility in Europe;
  • Support the DTM activities in relation to the Europe Regional Information Management Working Group including, but not limited to, collection, processing and provision of data on human mobility trends changes and any other significant observations surrounding human mobility, including children in Europe;
  • If necessary, to provide updates on human mobility trends, changes and any other significant observations surrounding human mobility in Europe;
  • Assist DTM Europe in the production and quality control of documents and reports;
  • Coordinate with other units of the global DTM support team also in contact with DTM Vienna to ensure continuity of functional workflows;
  • Attend meetings and event on behalf of DTM Vienna and follow-up on meetings' action points.
  • Update the DOE project tracking data base and record any changes in the on-going and projects under development (end-start dates, budget change, no-cost extension, re-endorsements etc.).

Thematic focus: interagency cooperation and coordination

  • Support the Regional Information Management Working Group in mapping information gaps on migrant flows to and migrants’ presence in Europe and suggest relevant data collection efforts to address them.
  • Support compilation of pertinent data and production of joint thematic reports within the Regional Information Management Working Group
  • Assist in mapping information management coordination mechanisms at country level and propose activities for their support and enforcement, to the extent possible.
  • Suggest monitoring mechanisms for use of the joint products.
  • Support in setting up the meeting agenda and follow up on agreed action points.
  • Suggest possibilities for expanding the participation in the working group, including by representatives of academia and private sector.
  • Update the conducted Assessments and Report Registry.
  • Provide administrative and logistical support when needed.

  • Develop draft case-study in analysing the dichotomy between climate-induced migration (displacement) and conflict-induced migration (displacement) and the how each of the phenomena correlates;
  • Prepare and initiate design for research to support DTM with solid evidence towards designing its Village Assessment (VAS) component;
  • Identify and report on human mobility trends and interactions, with a specific focus to climate change and environmental drivers, and any other significant observations surrounding human mobility captured by DTM in the thematic area of climate change, environmental drivers and climate-induced displacement;

Under the overall supervision of the Global DTM Coordinator, the successful candidate is responsible for the provision of support to the overall scientific, technological and artistic aspects of developing and producing maps, graphics, illustrations, layouts, presenting complex information as diagrams, charts and spreadsheets, as well as in the form of conventional maps in relation to the implementation of Displacement Tracking Matrix (DTM) worldwide.

RESPONSIBILITIES AND ACCOUNTABILITIES

  1. Provide visualization guidelines to field missions for cartographic processes
  2. Research new visualization methodologies and software’s to enhance cartographic products within the Global DTM programme
  3. Research, select and evaluate map source data for use in the preparation or revision of maps, graphics, illustrations, layouts and charts to various scales.
  4. In coordination with GSA, support to collect and analyze humanitarian geographical data and create maps and other graphical products that rapidly provide visual summary of situations
  5. Measure, analyze and interpret geographical information to create maps and charts, plan workflows with different team members, including data managers, GIS, models, etc, in order to produce required products.
  6. Acquire, organize and in coordination with the GSA unit, to support the maintenance of geographical and related data that can enhance analytical humanitarian products.
  7. Improve and promote DTM products and participate in initiatives to enhance understanding of humanitarian and displacement patterns through mapping and data visualization at the global and in the field level as required.  
  8. Examine and compile data from ground surveys, reports, aerial photographs, and satellite images to prepare thematic maps.
  9. Revise existing maps, graphics, illustrations, layouts and charts to make corrections, adjustments, and updates. Check the accuracy of final products.
  10. Provide relevant technical support to DTM countries of implementation both remotely or on-site as required.

EDUCATION AND EXPERIENCE 

  • Bachelor degree and 3 years of relevant experience or Master degree and preferably 2 years of relevant experience in information management, geography, geomatics, topographic science, cartography, geographic information systems (GIS), earth sciences, or related field or equivalent combination of a degree and work experience.
  • Good understanding of humanitarian issues, online publishing/journalism and web technologies.
