I. ORGANIZATIONAL CONTEXT AND SCOPE


Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 

The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last four years, including in all Level 3 emergencies. As of the end of 2015, DTM was active in 22 countries, tracking and monitoring over 14 million IDPs. 

The DTM Support Team, based in headquarters, assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is also striving to enhance the DTM by working on a multitude of initiatives exploring further integration of innovative technologies, improving capacity building components, and designing more streamlined processes.

Under the overall supervision of the Global DTM Coordinator and direct supervision of the Senior DTM Coordination Manager, the incumbent will be responsible for assisting the global Data Management activities in the cleaning, refinement and quality assurance of databases as of the Displacement Tracking Matrix (DTM).  In particular he/she will:

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

 

  1. Support in the implementation of a quality assurance system based on compilation of best practices for data quality control as implemented by DTM offices worldwide and global guidance. 
  2. Conduct spot checking and auditing on existing databases and address the findings for corrections, corrective actions and preventative actions.
  3. Provide technical support to IOM HQ and field missions in the collection and tabulation of DTM data and other information management activities (such as improvement of Central Data Warehouse, editing survey templates and data processing). 
  4. Assist in the drafting and validation of standard operating procedures for DTM data collection and management.
  5. Create stored procedures in SQL Server for consolidating DTM data at the country, regional and global levels.
  6. Contribute to the implementation of data governance and data protection mechanisms in DTM exercises
  7. Develop and improve Kobo forms for survey templates, making sure the forms are in line with DTM data dictionaries.
  8. Prepare tabulations for technical reports, information bulletins and other relevant information products related to displacement-affected populations and migration flows (such as statistical analysis and interpretation of results of site assessment, return intention surveys, flow monitoring surveys)
  9. Querying and disseminating databases in displacement.iom.int and migration.iom.int as required by the operation/project managers and policy analysts.
  10. Perform other duties as may be assigned.

  • Valued proficiency in using two or more of the following tools: XLSforms for ODK and Kobo, Access, Python, Stata, R. 
  • Of particular value is experience in the development, refinement and implementation of population database systems (such as registrations, census or surveys). 
  • Knowledge of BI platforms (such as PowerBI or Tableau) is a plus.

 

IV. EDUCATION AND EXPERIENCE 

University degree in Computer Science, Demographics, Statistics or an Information Management related-discipline, or alternatively, an equivalent combination of related education and professional experience. Excellent knowledge of databases management, querying, quality assurance and control systems.

II. Responsibilities and Accountabilities

 

Common to AKO unit, with geographic focus: Mozambique

  • Provide support in analysis and interpretation of DTM data as well as in DTM documents requiring remote assistance, as tasked by DTM Mozambique;
  • Compile news reports & information updates from reliable sources to support as secondary data sources for information management (IM) and GIS mapping products
  • Support with data cleaning and other data management tasks
  • Support on the development of survey compilation in-conjunction with the DTM Mozambique and Global Operations team.
  • Translate DTM training guides and questionnaires from English to Portuguese, and provide translation support on the publication of DTM products for external dissemination
  • Facilitate the organization of webinars in support of DTM Mozambique to ensure regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility in Mozambique;
  • Assist DTM Mozambique in the production and quality control of documents;
  • Coordinate with other units of the global DTM support team also in contact with DTM Mozambique in order to ensure continuity of functional workflows;

Provide administrative and logistical support when needed.

Under the overall supervision of the Global DTM Coordinator and the direct supervision of the Regional Information Management Officer at RO Dakar, the incumbent will provide support for the development of analysis and reports focusing on the Lake Chad Basin Crisis through the review, processing and use of data collected through the Displacement Tracking Matrix (DTM) and other relevant displacement and mobility data collection.

 

  • Thematic focus: Regional analysis of internal and cross-border movements, with an emphasis on return movements

  • Geographic focus: Lake Chad Basin.

 

In particular, he/she will:

 

  • Provide support in analysis and interpretation of DTM data as well as in DTM documents requiring remote assistance, as tasked by the DTM Unit of RO Dakar;

  • Facilitate the organization of webinars in support of DTM exercises to ensure regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility.

  • If necessary, to provide updates on human mobility trends, changes and any other significant observations surrounding human mobility in the Lake Chad Basin;

  • Assist DTM exercises in relation to return movements in the production and quality control of documents;

  • Coordinate with other units of the global DTM support team also in contact with DTM exercises in the Lake Chad Basin in order to ensure continuity of functional workflows;

  • Be permanently up to date on the most recent human mobility trends, changes and any other significant observations surrounding human mobility in the Lake Chad Basin;

 

Supporting IDP return analysis:

  • Develop a process map on how to better assess return movements within DTM in order to assist country missions from the global level.

  • Identify potential gaps in data collection and indicators collected in order to strengthen DTM exercises in relation to return movements and promote the adoption of core indicators;

  • Assist the Syria mission in conceptualizing the Humanitarian Needs Assessment Program (HNAP) in areas of high return and link with DTM components.

Common to all interns in the AKO unit:

  • Provide support in analysis and interpretation of data as well as in review of DTM documents requiring remote assistance

  • If necessary, to provide updates on human mobility trends, changes and any other significant observations surrounding human mobility in the targeted countries;

  • Assist the DTM Reporting Unit with the revision, translation and uploading of reports, dashboards and assessments.

  • Provide administrative and logistical support when needed.

  3. Support the development of DTM websites including report uploading, data cleaning and storage processes.
  4. Liaise with IOM’s field colleagues and partners on relevant DTM issues, tools and initiatives in coordination with the DTM global support team.

1. Support developing, testing and deployment of databases, software and other technology solutions (including. mobile applications) and compilation of business requirements, technical specifications, user and technical documentation and standards for DTM related applications.
2. Support to ensure timely and efficient collection and analysis of DTM data through the provision of appropriate database tools and products.
3. Support the further development, implementation and maintenance of global DTM central data warehouse and ensure effective and efficient dataflow from CDW to other system solutions, including GIS platforms and web application systems.
4. Support in providing technical input and works from the database standpoint to the use of geographic data and administrative divisions in DTM database application systems 
5. Support and provide technical data and database management related recommendations into other DTM ongoing information management initiatives and partnerships. 
6. Technical support in the data collection processes, query, analysis and the overall data management activities to ensure the common data standards and structures are applied and data are managed properly throughout the data management cycle. 
7. Support development, deployment, maintenance, and management of various IOM database solutions and application systems as required.
8. Support in documentation of relevant database systems and solutions being developed. This includes design documents, standard operating procedures, dataflows, and relevant training materials. 
9. Ensure that the implementation of the information management systems and application adhere to IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, including on system and data security.

The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last four years, including in all Level 3 emergencies. As of the end of 2015, DTM was active in 22 countries, tracking and monitoring over 14 million IDPs. 
 
The DTM Support Team assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is also striving to enhance the DTM by working on a multitude of initiatives exploring further integration of innovative technologies, improving capacity building components, and designing more streamlined processes.
 
Under the overall supervision of the Global DTM Coordinator and direct supervision of the Senior DTM Coordination Manager, the incumbent will be responsible and accountable for providing support to the activities and services provided by DTM support team in headquarters for DTM implementation in the field worldwide, in particular to support further development and implementation of DTM global web application platforms and information systems. 
 
II. RESPONSIBILITIES AND ACCOUNTABILITIES
 
Specific duties and responsibilities will include the following tasks:
 
1. Design and implement scalable system for report indexing and full text searching capabilities on DTM websites and other application systems as needed.
2. Integrate indexing framework with existing web applications through the use of REST API and any other required system interface as per the overall system design.
3. Support in documentation of corresponding workflow and process related to system development, deployment, and implementation.
4. Assist with the design, development, and maintenance of the global DTM websites and platforms.
5. I. ORGANIZATIONAL CONTEXT AND SCOPE
 
Since 2004 the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last five years, including in all Level 3 emergencies. During 2016, DTM has been active in over 40 countries. To coordinate and support operations implemented by approximately 2,200 staff, the global DTM support team is comprised of 40 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna and The Hague). Since its inception the global support team includes, on average, 50% female and 50% male staff as well as a diverse range of nationalities.
 
Global DTM support is organized within the following units: Global System Management (GSM); Project and Operations Support (POS); Operations and Methodological Framework (OMF); Data Systems and Centralization (DSC); Data Management, Verification and Procedures (MVP); Digital Content Management (DCM); Analytics, Knowledge and Output Quality (AKO); Data Models and Learning (DML); DTM and Data Partnerships (DDP); Geospatial Analytics (GSA); Data Initiated Operations (DIO); and Humanitarian and Development Solutions (HDS). 
 
Located in the IOM London office, under the direct supervision of the Ethiopia DTM Coordinator (Addis Ababa), the thematic supervision of the Migration Environment and Climate Change Division (Geneva) and the overall/daily supervision of the Global DTM Coordinator (London), the successful candidate will integrate the AKO unit.
 
II. RESPONSIBILITIES AND ACCOUNTABILITIES
 
Common to AKO unit, with geographic focus: Ethiopia
Provide support in analysis and interpretation of DTM data as well as in DTM documents requiring remote assistance, as tasked by DTM Ethiopia;
Facilitate the organization of webinars in support of DTM Ethiopia to ensure regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility in Ethiopia;
If necessary, to provide updates on human mobility trends, changes and any other significant observations surrounding human mobility in Ethiopia;
Assist DTM Ethiopia in the production and quality control of documents;
Coordinate with other units of the global DTM support team also in contact with DTM Ethiopia in order to ensure continuity of functional workflows; 
The candidate should be permanently up to date on the most recent human mobility trends, changes and any other significant observations surrounding human mobility in Ethiopia and East Africa.
 
Thematic focus: climate change, environmental drivers, climate-induced displacement
Develop analytical framework on how to better measure environmental induced displacement as a phenomena
Develop draft case-study in analysing the dichotomy between climate-induced migration (displacement) and conflict-induced migration (displacement) and the how each of the phenomena correlates;
Prepare and initiate design for research to support DTM with solid evidence towards designing its Village Assessment (VAS) component;
Identify and report on human mobility trends and interactions, with a specific focus to climate change and environmental drivers, and any other significant observations surrounding human mobility captured by DTM in the thematic area of climate change, environmental drivers and climate-induced displacement;
Provide administrative and logistical support when needed.

Context
 
IOM works in the five broad areas of migration management: migration and development, facilitating migration, regulating migration, addressing forced migration, and the implications of climate change on migration. Cross‐cutting activities include the promotion of international migration law, policy debate and guidance, protection of migrants’ rights, migration health and the gender dimension of migration. The key responsibility of the Regional Office for Asia and the Pacific (ROAP) is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region. Several Regional Thematic Units are based at the ROAP to fulfill this responsibility.
The Emergency and Post Crisis (EPC) Unit in the ROAP focuses on ensuring IOM Missions in Asia and the Pacific are prepared to respond to Migration Crisis needs, aid decision-making related to humanitarian affairs, and strengthens partnerships with other organizations within and outside of the humanitarian architecture.
The unit also includes a dedicated Information Management function focused on mobility tracking and operational data gathering and analysis in areas of forced migration and complex mobility issues (Displacement Tracking Matrix (DTM) Section).
 
Core Functions/Responsibilities:
 
The successful candidate will have the following duties and responsibilities:
  • Assist in researching and drafting papers, reports and memoranda describing and analyzing IOM’s Humanitarian responses and activities in the region.

General Information
 
  • Interns are granted a stipend of THB 12,018 per month as a partial contribution to accommodations and living expenses. Interns benefiting from an internship allowance or scholarship granted by his/her university or other sponsoring body that includes financial remuneration or credits for coursework will not be eligible for the stipend.
  • Before commencing work, successful candidates will be required to obtain a fit-to-work medical certificate from his/her doctor and submit vaccination records. 
  • The Intern will be responsible for obtaining the necessary entry visa and arranging their travel to Bangkok. IOM will assist only in issuing documents required for visa processing.
  • IOM only covers the Intern against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the assignment. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. The Intern is responsible for his/her own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  • Any work produced by interns during their internship within the framework of the duties assigned to them should be used for academic purposes exclusively. All economic and moral rights (copyright) pertaining to such work will remain the exclusive property of IOM.
