Through its operations worldwide, IOM collects, produces and uses data primarily for operational and programmatic purposes.  In recent years, IOM has increasingly focused on the generation of migration-related data with broader utility. This has become a specific objective of several key IOM projects, particularly the Displacement Tracking Matrix (DTM) and, on a smaller scale, the Counter-Trafficking Data Collaborative, the Missing Migrants Project and the Migration Governance Indicators.

As part of a broader strategic exercise, IOM has prioritised migration data strengthening in a number of key areas, including the establishment of a Data Steering Group (DSG) and a Taskforce on IOM Migration Data Methods, co-led by the DTM and Migration Policy Research focal points.

As per its workplan, the Taskforce will be supported by a consultant to review the existing migration data landscape, map existing and missing datasets with recommendations on collection methods. 





The consultant will work under the close guidance and direct supervision of the Global DTM Coordinator and the Head of the Migration Policy Research Division, and in coordination with the Policy Hub and the Global Migration Data Analysis Centre. The Consultant will undertake the following:  

  1. Provide an overview of the migration data landscape, including relevant migration reference datasets with global coverage as well as migration figures that result from broad estimates, building on available assessments by IOM and others.[1]
  2. Propose broad methods of collection and possible linkages with existing IOM methods, when applicable
  3. Map missing/unavailable datasets, with recommendations on collection methods
  4. Attend introductory meetings with Task Force leads
  5. Meet with IOM experts in charge of developing the IOM Migration Data Strategy, consultant currently reviewing IOM data methods, Task Force B members and other IOM colleagues as relevant
  6. Review additional material as needed/required by the Consultant, to be determined in close consultation with the Taskforce leads
  7. Draft an information paper on global migration data landscape, including forced migration. The paper will present key gaps in global migration statistics, opportunities for IOM and recommendations in relation to new data collection methodologies.
  8. The report would need to have an Executive Summary, a body of no more than 4,000 words (inclusive of recommendations), and a series of attachments (as needed, and without limit).  The report is intended for a general (management) audience so must be clear, accessible and accurate, noting that there is scope to include highly technical material suitable for data specialists in attachments.  
  9. The draft report should be submitted by close of business Monday 21 October 2019. Review comments will be provided by IOM Taskforce leads to the Consultant within one week.  
  10. The Consultant will take into account IOM comments before submitting a final version of the report by close of business Thursday 31 October 2019.

Under the overall supervision of the Chief of Mission in IOM Chad and the Emergency Program Coordinator and the direct supervision of the DTM Coordinator and in close coordination with the Regional Office, the successful candidate will be responsible for supporting data analysis and data-related activities in Chad alongside the DTM coordinator. 
The Data analysis and Support Officer will be working in a structured team that will include two other support positions: GIS assistant and Reporting officer which will be complementary in tasks. Though the Data analysis and Support Officer will be mainly expected to support data set-up and analysis, he/she will also be asked to support DTM reporting on certain products (dashboards and other visuals).




  1. Ensure strong data set-up for all DTM activities in Chad, including but not limited to: flow monitoring points, mobility tracking exercises, household surveys, registrations and ad-hoc research activities. Data set-up includes: 
    1. Develop mobile data collection forms using Kobo/ODK
    2. Ensure coherence of DTM forms with DTM standard through liaison with Regional Office
    3. Ensure compliance of DTM Chad to data protection and data collection standards
    4. If necessary set-up servers in DTM Chad
  2. Provide guidance and capacity building to enumerators and DTM colleagues with respect to DTM data systems and data collection tools
  3. Support DTM department on the analysis and production of DTM reports and all other publications related to DTM department, ensuring timely inputs from program and targeted dissemination
  4. Conduct thematic research as required and as related to migration topics, such as women and migration, remittances, migration and climate change. 
  5. Travel regularly to field locations to provide technical support to heads of sub-offices and DTM staff. Organize appropriate capacity-building activities on topics related to DTM data. 
  6. Share concise analytical reporting in regular intervals in the form of dashboards, mapping and narrative reports on general mobility trends as well as specific research. 
  7. Contribute to project reporting and project development in coordination with the Emergency Coordinator.
  8. Facilitate and encourage the integration of gender and disability perspectives and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all IDPs/returnee activities. 
  9. Specifically support the mentoring and coaching of the data analysis team and prepare trainings and on-the-job mentoring on data analysis and contextual adaptation of the questionnaires. 
  10. Perform such other duties as may be assigned.

Master’s degree in Social Sciences, Information Management, Demography, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or

University degree in the above fields with four years of relevant professional experience


IM/Quantitative data collection experience needed. 
Expert use of Excel (analysis, cleaning, compilation maintenance, etc.)
SPSS and/or Stata an asset.
Report writing skills
Data visual experience (Excel, PowerBI, Powerpoint, Publisher, Abode, Tableau, etc.)
Knows setting and coding on Kobo and/or ODK
Good understand of basic statistics and data analysis
Has led training on data collection, Kobo, methodology, etc.




Fluency in French, working knowledge of English is required
Knowledge of a local languages is an asset

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 

The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last four years, including in all Level 3 emergencies. As of the end of 2015, DTM was active in 22 countries, tracking and monitoring over 14 million IDPs. 

The DTM Support Team, based in headquarters, assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is also striving to enhance the DTM by working on a multitude of initiatives exploring further integration of innovative technologies, improving capacity building components, and designing more streamlined processes.

Under the overall supervision of the Global DTM Coordinator and direct supervision of the Senior DTM Coordination Manager, the incumbent will be responsible for assisting the global Data Management activities in the cleaning, refinement and quality assurance of databases as of the Displacement Tracking Matrix (DTM).  In particular he/she will:




  1. Support in the implementation of a quality assurance system based on compilation of best practices for data quality control as implemented by DTM offices worldwide and global guidance. 
  2. Conduct spot checking and auditing on existing databases and address the findings for corrections, corrective actions and preventative actions.
  3. Provide technical support to IOM HQ and field missions in the collection and tabulation of DTM data and other information management activities (such as improvement of Central Data Warehouse, editing survey templates and data processing). 
  4. Assist in the drafting and validation of standard operating procedures for DTM data collection and management.
  5. Create stored procedures in SQL Server for consolidating DTM data at the country, regional and global levels.
  6. Contribute to the implementation of data governance and data protection mechanisms in DTM exercises
  7. Develop and improve Kobo forms for survey templates, making sure the forms are in line with DTM data dictionaries.
  8. Prepare tabulations for technical reports, information bulletins and other relevant information products related to displacement-affected populations and migration flows (such as statistical analysis and interpretation of results of site assessment, return intention surveys, flow monitoring surveys)
  9. Querying and disseminating databases in and as required by the operation/project managers and policy analysts.
  10. Perform other duties as may be assigned.

University degree in Computer Science, Demographics, Statistics or an Information Management related-discipline, or alternatively, an equivalent combination of related education and professional experience. Excellent knowledge of databases management, querying, quality assurance and control systems.


Proficiency in English.
Knowledge of French, Spanish and/or Arabic.
